During that time he was a prisoner of war for eighteen months, twelve of those at Andersonville Prison. Confirms that he testified against Andersonville's Commander Henry Wirz in 1865. Also notes meeting President Abraham Lincoln in 1861 on Lincoln's way to his swearing in. Provides other biographical details.

As Secretary of the Treasury, Hamilton delegates duties to Carrington as the new Supervisor of the Revenue for the District of Virginia. He advises that the salary is $1000 a year and one percent of the duties on spirits distilled within the district. Instructs that President George Washington will contact him in regards to subdividing the district into surveys of inspection. He gives additional instructions on the office of supervisor and the assignment of subordinate inspectors, collectors, and officers.

Washington responds to French settlers who had invested in the Scioto Company, which had obtained an option on 5 million acres in the Northwest Territory. The company sold the lands to French citizens fleeing the Revolution. Unfortunately the Scioto project began to collapse in 1790 and was defunct by 1792. When the fraud was uncovered, the settlers had already arrived at Alexandria, so they petitioned Washington for redress. Ultimately, land was found for the settlers in Gallipolis, Ohio. At the end of the letter, Jefferson talks about the plans of Peter Carr (his nephew) for "enlarging the plan of his school" -- this is the Albemarle Academy which became the University of Virginia.

Porter opens with, "The recent speech of Mr. Douglas at Norfolk, in which he threatened the Southern States with military coercion in the event of secession, ought to startle and arouse the people of those States, like the blast of a hostile trumpet at midnight!"
