Captain Dellezenne recommends Kirkpatrick, of the corps of sappers and miners, for a fifty day leave of absence to go to Delaware, where "he has particular business with the legislature of that State." Directs his recommendation to Major General Henry Knox.

Both he and his wife send their sympathies to Knox and Mrs. [Lucy] Knox possibly over the death of one Knox's children. States, "We, also, have only three children left." Discusses the lime business and its fluctuating price. Mentions he can pursue business adventures since he is no longer an agent for the bank. Also, provides a small extract of a letter written from the Commissioner's report to the President of the United States [John Adams] regarding the number of dwelling houses [likely in Washington D.C.].

Writes, "If you could induce any Gentleman to take this matter under his immediate patronage and make personal applications, more subscribers might be obtained than in any other way. By pursuing this method I obtained three hundred subscribers in one day."
