Writes, "I hope it may not be thought presumptuous or impertinent to indulge the rapture which fills my mind upon so interesting a contrast, so honorable and so highly flattering to my country- especially when so great a part of the cannon are trophies, wrested by the hand of virtue from the arm outstretched to oppress it."…

Discusses arrangements made in light of the Congressional resolve to discharge most of the Continental troops. Writes, "General Knox cannot take leave of this remnant of the Continental Army without expressing his ardent wishes for their future prosperity, and his firm confidence that their conduct as citizens, will be as good and amiable as their characters as soldiers have been illustrious and honorable." Has no one but [Benjamin] Walker to ask aid from, and Duer claims he has asked too much from him lately. Needs about 300 pounds for his family to get by for three months. Wants to know if Knox will answer the draft of William Hill at 5 days sight for $375. Also wants Knox to give Hill leave to draw another $375 on 1 April. Pledges on his honor to pay it back…

Reports "I cannot well conceive what Mr. [William] Lewis means by saying that, the Vouchers I sent will not be admitted as Evidence - The Originals must be undoubtedly produced in the Part of the United States, in order to establish their Advances." Believes the balance claimed by the U.S. is not well founded. Says Daniel Parker's testimony will be important. Trusts every effort will be made to postpone the trial. Address leaf has been partially cut off.

Says the letter is being delivered by Mr. Bauncol, the agent to Monsieur D'Espremenil. Duer reports he offered D'Espremenil a part of township 7 before he sold his stake in the Eastern Lands to Knox and William Bingham. This was done because D'Espremenil ceded lands in the Scioto purchase and became a sutler there. Believes this was a fair deal and hopes Knox and Bingham will live up to the agreement.

Dane lists the finances and land purchase opportunities related to this matter, mentioning Henry Jackson and Benjamin Lincoln. Dane wants to make sure there would be security in this transaction. Knox is offering some of his land as security.

Writes that he, "like myriads of others, cannot die in peace, nor live with satisfaction, until they see you, who has done so much for them and for their Country!" Briefly discusses news regarding his estate in Maine and his family. Unaware of Washington's death on 14 December 1799, Knox closes the letter "I pray fervently that your days on earth may be days of felicity without clouds sickness or sorrow."
