Indicates that Dale was near "the theatre of the European War," referring to the first Barbary War, for which Truxtun declined a command. In a post script, indicates that he hopes Dale will stay in the Mediterranean for a year, "which will work down some of your fat of which you have too much."

Signed by Madison as President, countersigned by Monroe as Secretary of State. The official appointment was as "Secretary of the Mission Extraordinary of the United States" and the diplomatic mission was for the purpose of "entering into negotiations at St. Petersburg, with Great Britain, of and concerning a Treaty of Peace and of Commerce." The Treaty of Ghent was negotiated and ended the war of 1812 in late 1814.

Lists the estimated costs of constructing the first steam-powered U.S. naval vessel. Fulton estimates that $25,000 will be required for three months, with the amount decreasing after that. Also informs Huntington that his wife, Anne Huntington, is sick. Abbott died later that year. This was a retained copy of the letter docketed by Samuel Huntington.

Writes to Secretary of War Armstrong to inform him that since he has not received orders and has finished as a witness in the trial of General William Hull, he will travel to Ohio. McArthur was then a brigadier general. Hull had bloodlessly surrendered Fort Detroit in August, 1812, during the War of 1812, and was charged with cowardice and treason.

The Governor of New York notes that he ordered munitions stored near Oswego and orders Hopper to send muskets, cartridges, and powder from those stores to use to defend Oswego, New York, if attacked. Oswego was attacked and captured by the British on 6 May 1814. Tompkins later became vice president.

American inventor Oliver Evans is credited with inventing the first high-pressure steam engine as well as other steam-driven machines. Bingham, former Continental Congressman and U.S. senator, had died the previous year. Hare was Bingham's nephew and lawyer.
