His wife just recovered from a painful illness that necessitated a six month confinement. Says he is weak and can only walk 50 yards before tiring after a three month illness. Discusses waiting for news of a peace treaty to end the American Revolution. Indicates that no major breakdowns in negotiations are anticipated. The British desire "a kind of naturalization for their merchants" and free trade to their islands in the West Indies, which is likely to be conceded. A note on the verso states that he will relay the official communication as soon as it arrives.

Relays information related to the negotiation of the Treaty of Paris, ending the American Revolution. Discusses a dispatch from Henry Laurens, one the American delegates working on the treaty, that "conveys...the design of the court of London...to disconnect belligerent Powers" and that "the spirit of the Nation is high for the prosecution of the War agt. France." Laurens recommends that the United States "adhere religiously to our engagements with France." Also encloses (not included) and discusses newspapers with pertinent information.

Comments on the British in New York.

Indicates that Congress will declare an end to hostilities on the day this letter was written. Discusses opposition and reluctant acceptance of American Independence in Parliament.

From aboard the USS Lawrence during the War of 1812., Commodore Perry instructs Captain Dobbins to "proceed again to Erie for the purpose of bringing up provisions & Stores for the Squadron." Indicates that "the services of the Ohio will in all probability be wanting in a week" and notes that "Every thing that belongs to the Squadron must be brought on." He was right, six days later, Perry fought the Battle of Lake Erie. The letter is pasted to a piece of paper, and pasted to the verso is an undated engraving of Perry. A copy of the letter.

S. regiment took an oath that the assessment of Baen's property was done to the best of their knowledge.

Title: Instructions for Major Foot on his Command to and at Gravelly Point.

Instructs Foot to go to Cape Vincent, New York, and take command there. Because the British post there is "considered as a strong Pickett" he is "not permitted to make predatory incursions into the enemy's territory." He can attack if the British are sighted on the eastern shores of Grand Isle. He is to keep a vigilant watch and forward intelligence.

Sends two letters from John Quincy Adams (not included). Quotes her husband's comments on the situation in France: "One cannot indulge even a sentiment of compassion for the condition of France, where the Armies of all Europe are ravaging and ransoming the country, of which they proclaim Louis the Legitimate Sovereign." Notes hearing that the Treaty of Commerce had been signed on 3 July 1815. Indicates that the information in the letters may be given to the president at the recipients discretion, but also asks that they be returned to her.

Treadwell orders Captain Oakes of the first regiment of Massachusetts militia to hold his company armed and ready to march at a moment's notice and to appoint a meeting place in case of alarm. Should there be an alarm they should meet in the designated area then march to the regimental rendezvous point at Washington Square. Notes that the Major General has expressed confidence in the local forces. The United States was then engaged in The War of 1812.
