Ulmer reports, "the Insurgents say they are two thousand strong --and keep spies out Continually to watch the movements of Government." Ulmer says the cost of all this will be significant and that the raids have done a lot of damage.

Notes the people in this area [Ducktrap, Maine?] support the insurgents and will not take an active role against them. Also informs Knox that the men who are still willing to conduct the surveys demand higher wages for risking their lives.
