Pamphlet defending the Massachusetts legislature's attempt to repeal the three fifths clause of the Constitution. Claims that the repeal is necessary for Massachusetts to retain any influence in national government. Argues that this clause gives Virginia the most power of any state, and that the policy favors the Southern states as a whole, but Virginia in particular. Elbridge Gerry remarks that the governor of Massachusetts, Caleb Strong, "displayed his british colours," referring to Strong not allowing the Federal Government to recruit troops for the War of 1812 in his state. He notes that President Madison recovered from an illness and praises the president and his wife. He mentions that he cannot send a document that Austin wants. In response to Strong, President Madison withdrew all protection from Massachusetts. Gerry was then vice president.

Describes Vermont's role in the quest for American independence using Samuel Williams's "The Natural and Civil History of Vermont" as a reference. Discusses the Allen family's support for American interests, the British Commissioners' proposal that Vermont become a British Colony, and a general overview of highlights pertaining to Vermont and the Revolutionary War.
