Quotes Edward Gibbons' "Decline and Fall of the Roman Empire," and George Washington. Expresses his views on democracy, the Constitution, and the principles of government. Ends by accepting the nomination for the presidency from the Anti-Masonic State Committee of Vermont, which Knapp headed.
