Endorsement on verso signed by Bruce certifying that J. L. Eastman and R. B. Brown of the 4th U. S. regiment took an oath that the assessment of Baen's property was done to the best of their knowledge.

Title: Instructions for Major Foot on his Command to and at Gravelly Point.

Instructs Foot to go to Cape Vincent, New York, and take command there. Because the British post there is "considered as a strong Pickett" he is "not permitted to make predatory incursions into the enemy's territory." He can attack if the British are sighted on the eastern shores of Grand Isle. He is to keep a vigilant watch and forward intelligence.

On reverse are notes dated 26 and 27 December 1873 extending the lease of the property. Another note dated 26 February 1874 terminates the lease.
