Clay argues that the best way to stop the slave trade is by creating strong colonies on the African coast: "I believe that they [the colonies] may be instrumental not only to abolish the slave trade, but ultimately, after the lapse of a great length of time, to separate the two races of the United States."

The manuscript states how the land will be divided. (The land being purchased is now in the state of Indiana.)
