Protection of the Cherokee Indians against the Confederacy. Ross was the first and only elected Chief of the Cherokee Nation from the time it was formed until his death in 1866. He led the Eastern Cherokee in the "Trail of Tears" west of the Mississippi.

Cameron informs Lincoln that the burning of Chambersburg, Pennsylvania, on July 30, 1864, calls for a change of commanders. He states that Union general Darius Couch is taking all the blame and is therefore useless; suggests giving Union general George Cadwalader the command and the troops will rally around him. Hood, whom he blames for the loss. He states that his report is late because, "most of the General officers in that Corps having been killed, wounded or captured in the recent Tennessee Campaign ..." Previously received one hundred copies of a pamphlet, sent by a Mr. Franklin. Only recently had time to revise it, and transmits his corrections. Notes that he will free frank the pamphlets, saving Mr. Franklin the trouble. The Executive Committee of the American Anti-Slavery Society at New York recently asked for permission to print an edition of a speech Adams gave the previous summer. Adams notes that since there is no copyright, "it may be reprinted by any one who may think it worth his while."
