Signed on back: "Property of Mrs. Maria Cheesman/ Phoenix/ Oregon." See Eberstadt, "Lincoln's Emancipation Proclamation," New Colophon (2d Series, 1950) no. 19. The broadside, according to Eberstadt, was "executed by a fourteen-year-old boy. Benjamin F. Butler, who was a California pioneer of 1849 and established the first lithographing plant on the West Coast, may have been the boy's father." (p. 337)

The Secretary of the Navy informs Commodore Rodgers that war has been declared against Great Britain, officially starting the War of 1812. Indicates that Rodgers is entitled to use his four vessels for attack and defense. Asks him to await further instructions from New York, but permits him to attack British cruisers near Sandy Hook, if the opportunity arises, after which he should return to port. Instructs him to relay these orders to Commodore Stephen Decatur.

These include military letters as clerk in the Depot Quarter Master Dept (1870s), business letters and family letters to his brother Abraham in Albany, NY. The letters are written from Vancouver Barracks, Washington Territory (1878-86), Los Angeles, Cal. (1886-92) and close in retirement in Jeffersonville, Ind. (1892). The final letters close accounts in Los Angeles.
