Peter Robert states that there has been great turmoil in the City since some British soldiers attempted to cut down the liberty pole. A number of skirmishes between citizens and soldiers resulted, with some blood shed, and Peter Robert notes that men are no longer safe in their own houses. He also mentions a proposed bill that would prevent the Manor from voting for County members.

Livingston writes that he will be moving to Dutchess County from New York City, and explains "My Reasons for this proposed change of settlement arise from the great Decline of Business in our Profession in the City, owing as well to the Badness of the Times, as to the Increasing Number of attornies, who if not shortly restrained as to Numbers, will overrun the whole Province."
