Custer reports at length and in graphic detail on his military activities and observations at the Battle of Washita against Chief Black Kettle's village of Southern Cheyenne. The battle also involved the Arapahoe, Kiowa, and Apache. Provides "extracts...from Dr Sippincott's report" listing deaths and injuries sustained by the soldiers. Secretary of War Davis responds to a letter from California Senator Weller sent on 12 January 1857, which included an enclosed document from Thomas Buckmaster. Reports that Buckmaster claimed Davis had underestimated the amount of money Congress owed individuals and companies for supplies purchased by Crosman, (possibly George Hampton Crosman), former Major in the Army. Davis replied that Crosman's successor, Major Babbitt (possibly Edwin Burr Babbitt) has investigated the matter and sent an estimate on 24 January 1857 to the Ways and Means Committee.

Approving a plan to capture (or kidnap) the future William IV but advising Ogden to treat them with respect and warning him (in a postscript) to avoid touching neutral ground. Boatner's Encyclopedia of the American Revolution notes the plan was compromised and abandoned. A docket on the verso indicates that the letter was shown by Louis W. Lane before 1838 [sic?] to King William who remarked: "I am obliged to General Washington for his humanity, but I'm damn'd glad I didn't give him an opportunity of exercising it towards me." Signed by Washington on the title page. The book is the second American edition of Notes on the State of Virginia, published by Mathew Carey in Philadelphia, with original worn sheep binding. Jefferson's book not only covered geography of Virginia, but also government, Indians and slavery. Washington's papers show he purchased this on 5 January 1795. There are no notes inside the book. This edition lacks the Fry-Jefferson map sometimes found in the first American edition (and usually found in the first edition published in London).
