Van Slyk testifies that Mr. Cuyler told him that it is not within the Governor's power to grant Robert Livingston the power to choose assessors and collectors to assess the inhabitants of the Manor. Vetch reprimands Livingston for this and laments the fact that financial difficulties have forced Livingston to treat his children in such a manner.
