Sergeant Tillotson served with the 89th NYS Vols (Dickinson Guards). He came from Greene, NY and left behind a wife and three children. His correspondence, mostly with his wife A. Elizabeth ("Libby") describe camp life, complains about the war, abolitionists, emancipation and his wish to return home. The inventory itemizes each document. Tillotson saw service on the Carolina coast and in the Penninsula campaign. He later saw service at Petersburg. Mentions death and burial of his uncle, Colonel Frederic Antes, an upcoming meeting with the "Maryland Commissioners," and his vigorous prosecution of work on the Susquehanna River Survey (which is not mentioned by name). In August 1801, Governor of Pennsylvania McKean appointed Latrobe to survey the Susquehanna River, from Columbia to Tidewater, to determine what possible improvements could be made. In 1803, President Jefferson appointed Latrobe as surveyor of the public buildings in Washington, D.C.

Title: Additional Instruction to the public and private armed vessels of the United States

Printed letter signed by Secretary of State James Monroe. Orders that public and private armed vessels are not to stop American merchant ships coming from British ports with British goods because of the "alledged" repeal of the British Orders in Council. Asks that merchant ships be assisted and says that cargoes can be dealt with on arrival. The Orders in Council were repealed on 16 June 1812, two days before Congress declared war. The news arrived too late to influence events.

Compares it's potential to bolster commerce to the Duke of Bridgewater's canal in Manchester (which Fulton had studied while in England). Discusses the canal's expected cost and how it will be recovered through the canal's commercial advantages. Fulton concludes by deeming the project fiscally superior to the proposal to construct a bridge. Law was possibly involved with appropriations for public works in Washington, D.C.
