He also expresses frustration with Congress, which has ignored his calls to address this issue. With enclosed letter from Robert Livingston (1746-1813) to [Philip] Schuyler, dated 11 June 1776, Clermont, [N.Y.] Robert states his frustration with Congress for neglecting their duty to supervise the troops, and discusses a plan to storm Quebec.
