Secretary of State Clayton writes to the out-of-town Taylor that armed ships are heading towards Cuba. The Cabinet has drawn up a proclamation and he advises Taylor to expedite the signing of the document. Adds that Captain Hunter should be sent to the Chesapeake to monitor the movement against Cuba from Baltimore. Postscript says that the proclamation is enclosed (not included). Imprint on back reads "Satin."

Declares that the Whig side of the House of Representatives will fully object to the bill.

Written by Crawford as Secretary of Treasury in the Monroe Administration to Wilde, a famous scholar, poet and lawyer from Georgia. Wilde served as a Congressman 1815-1817. Crawford was writing a letter of introduction for Moses Young, one of the principal clerks in the State Department. Says he has pecuniary interests in Augusta and wishes to recommend him to Wilde's attention. Says he does not know Young, but has heard positive reports on his character.

Discusses his attempt to ascertain the fee that should be paid to Luther Martin, a lawyer, by comparing the case to others. States that as far as he can ascertain, the highest fee ever given to a "gentleman of the bar" by the Treasury was to Alexander Hamilton, who was given $500 for a case concerning the constitutionality of the carriage tax. Advises Harris that Martin will get the fee the Bank usually gives and if he is not satisfied with that, please let him know what he thinks is a reasonable offer. Written by the partisan fighter Brigadier General Sumter, known as the "Carolina Gamecock," to Major General Greene as commander of the Southern Department. Sumter had refused to formally join Greene's command, but was assiting him in the unsuccessful siege of Ninety-Six, which continued until 19 June 1781. Says he received Greene's letter and that there are accounts that the British were 12 miles above Orangeburg. Claims there are 1,500 troops commanded by Lord Rowden. They also have 400 cavalry troops and eight field pieces. Seems that the Ninety-Six is their destination. Says he is waiting…

Listing titles for Trumbull's four existing Revolutionary War paintings in the rotunda of the Capitol and four he proposed to create for the rotunda's empty recesses. The extant paintings depicted Independence Day, Saratoga, York Town, and Annapolis. Trumbull was not commissioned for the proposed paintings of Bunker Hill, Quebec, Trenton, and Princeton. He hoped these paintings would create a "series of the History of the Revolution."
