Francklin has asked the Secretary of State for presents to give to the Indians. The West India fleet has arrived safely at London and the Jamaican Fleet is on its way.

Still no mail from England. He reports that the Congress has dissolved and the American people desire to reunite with England but, without word from England, his commander can do nothing to take advantage of this development. The first ships carrying Loyalists to Nova Scotia will leave next month. He believes these people of property will form a barrier to protect the English constitution and will become the envy of their neighbors. [11/29/1782, provisional peace treaty signed. 3/10-6/24/1783 the American armies mutiny over pay issues.]

A letter dated 11/6/1782 just arrived. Nova Scotia has granted land to the refugee loyalists. He hopes that Mauger has given power of attorney to Dight [Butler's nephew] so he may sell some of Mauger's holdings in Nova Scotia.

He apologizes for not writing sooner, but he has been busy trying to pass bills in the House of Commons. The new settlements in Canada are doing well. The Irish resolutions now have to pass the House of Lords. Watson may have to serve as Sheriff of Michaelmass, a position which he does not want.
