Reports on his activities assisting in the execution of the part of the fifth article of the Treaty of Ghent pertaining to the settlement of an United States-Canada border in the east. Discusses several problems with the enterprise, being at odds with government agents, and the various suggestions he made. Submits his ideas for Holmes to make use of as he sees fit and asks they be kept confidential. Fears becoming a scapegoat.
