Discusses the candidates, writing, "a Respectable committee of both Houses waited on the Honble. John Hancock Esqr. & informed him he was chosen Govr of this Commonwealth." Hancock will visit the general court the following day, if his gout does not prevent him from doing so. Notes that the Lieutenant Governor is not chosen by the people.

The superintendent believes there are more pressing matters, but has given monies to the Quarter Master General (Colonel Timothy Pickering) and he will allot them to the most important public purposes.

Says he is writing by the President's command to transmit a letter (see GLC02437.04963) addressed to the President from Behague, Governor of the French Windward Islands. Behague was soliciting a diploma for himself from the Society of the Cincinnati. The letter also asks for a diploma for Fressinaux. Reports that the President wants "General Knox to make such answer to M. Behague's letter [if] he may think proper, and the circumstances the case will authorise."

In reply to Knox's letter of that morning (see GLC02437.05193), De Jaudenes y Nebot and Josef Ignacio de Viar have enclosed the certificates on the same terms as he mentioned (certificates not included). They are happy to offer any service that is consistent with their public duty and private capacity. As the request complied with both, they fulfilled it willingly. Postscript says there was a blank spot on the certificate for the name of the vessel. This is in reference to a request from Moses Michael Hays for safe passage for the ship "Jefferson" (see GLC02437.05194). Docket marked "Private."
