Discusses desertion and black recruits. Is unable to submit a list for men drafted for three years service because so many have left for Annapolis "without my knowledge." Due to these desertions the three year draft has been suspended. Names the only three men drafted "that did not march and were not discharged." These were "William Wakely, Negroe Jess, Joseph Procter (Mulatter)." Docket on verso reads "From Colo. Barnes July 30, 1782."

He mentions meeting Uncle Jack who looked frozen (from the cold) and John. He supposes they got home safely. He describes how the city was "astir with excitement" when some prominent citizens were arrested for allegedly belonging to a Union association whose object was to restore the old form of government. He asks her to write back on how she and the baby are doing. Lastly, he mentions that he will write to his aunt the following day.

He writes that he has bought four yards of red flannel, eight dozen hair pins, paper, large-sized soap but that he has not yet been able to find a knitting cloth. He says that if the army does actually fall back, he will speedily make arrangements to be with her.
