Written on Executive Mansion stationery and noted as "Private & Confidential." Concerns a leave of absence for Maj. Gen. Cadwallader C. Washburn [sic], an appointment for Israel Washburn at Portland, Me. which was accepted, and for his friend Thompson Campbell. (Slight mat burn in margins.)
