Refers to a letter received from Captain James Freeman asking for information about how Freeman might settle his military salary account with Congress (see GLC02437.01310). Knox encloses the resolve of Congress which describes the requirements for getting an account settled, as well as a certificate from Joseph Carleton, Secretary to the War Office, which states that certain parties had their accounts settled by a scale of depreciation better than the one used in Congress's resolve.
