Printed declaration by President Buchanan proclaiming that a state of rebellion exists in the Territory of Utah, and offering a pardon to all citizens who submit to the authority of the United States government. The present proclamation mentions Mormon resistance as well as part of Buchanan's plan for peace.

Also mentions reports that a group of Texans plan to attack a caravan of Santa Fe traders.

Shaler served as Madison and Monroe's secret agent in Louisiana on the Texas border. He was instructed to try to encourage revolution in Texas against Spanish and Mexican authority. At the same time, all of his activities had to be deniable. His letters and reflections, contained in the first two volumes (.01-.02), describe his relations with revolutionaries and other agents, his meetings with the President and his observations on power and spheres of influence. It is said to be the earliest first-hand account of California by an American.

To uphold his part of the contract, Bailey has "to furnish the said negro girl Kitty with good holesome provisions & comfortable clothing & also to treat her with Humanity." Signed by Byrne and Bailey on first page. Contract dated 3 November 1829. On verso, signed by [H. White], an Austin official, and by George Robinson and Thomas H. Borden, as witnesses, on 4 November.
