General Howard writes to an unknown recipient concerning Graham H. Chapin of the 82nd New York regiment. Notes that he asked for the written opinion of the Lt. Col. Comdg., who assured him that Chapin was a good soldier, and that "the company commander wished to promote him to a non-commissioned officer, but the young man felt that he was incompetent." Notes that the Lieutenant Colonel advised Chapin to rise step by step. Wishes to interfere as little as possibly with regimental nominations, but will intercede on the recipient's behalf. Written from Headquarters of the 2nd Division, 2nd Corps.
Chapin was discharged from Company "I" New York 82nd Infantry for promotion on 1 April 1863.

The copyright law of the United States (title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.
