The troops heretofore under my command have been partially disbanded. A portion of them can be more conveniently collected in the vicinity of Eastport.
In consideration of above facts I would most respectfully ask that such steps be taken as may be necessary to secure for the men & officers proper paroles at an early day.
Lcol F.M Winds is authorized to communicate with you & arrange as regards time place & terms.
