Writing to Attorney General Bates, Lincoln recommends Philip Fraser, a unionist lawyer in Jacksonville, Florida be appointed District Judge for the Eastern District of Florida. Fraser comes recommended by Senator David Wilmot and House Speaker Galusha A. Grow. Lincoln requests a nomination for him unless Bates can give a reason against it. Written on Executive Mansion Stationery.

Notes: Not in Basler, but Fraser is mentioned in a note of March 27 1863, 6: 150n. He was appointed as directed. General Thomas Sherman is referred to above.

My dear Sir
Mr. Senator Wilmot and Mr. Speaker Grow, say they know Philip Fraser of Florida to be a good lawyer and a good man, and they recommend that he be appointed District Judge for the Eastern District of Florida. He presided at the Union Meeting, under the protection of Gen. Sherman, at Jacksonville, and was driven out when Gen. Hunter withdrew the forces from that place. Unless you know some reason to the contrary, please send me a nomination for him, for the office named.
